If you do not know anyone, go through your local phone book under home inspection services to find inspectors that you can use. Once you have a list of possible inspection services, call each one. Ask if the inspectors who work for the service are covered by insurance. Avoid any home inspectors that do not have coverage. Ask what is and is not inspected, so that you have a clear idea of what each inspector does and does not do.

Discuss any organizations and associations that the home inspection service belongs to. Many states still do not require licensing for home inspectors and home inspection services, but professional home inspectors and companies usually belong to national organizations and associations for these professions. Home Inspection of a Residential Dwelling


The inspection of a residential dwelling by a certified home inspector is an important part of the process when buying a home.  The inspector is trained to spot potential defects that can be quite costly, and may not be openly visible to the untrained eye.  As a buyer, you are investing a significant portion of money into the purchase of a home, and the inspection can ease the fear about any problems that may arise after the sale of the home is completed.

The inspection will start on the outside of the home by assessing the general condition of the exterior.  The foundation; siding, brick, or stucco; soffit and facia; gutters and downspouts; and roofing will all be closely examined to determine the condition.

The foundation should be free from any large vertical cracks or other significant damage, and the area for at least five feet around the home should have proper drainage sloping away from the structure.  Any shrubbery or trees should be planted a reasonable distance away from the home to prevent problems with roots and to prevent excessive water from pooling near the foundation.

When inspecting the roofing of a home, the major problems to look for are how well the roofing material is sealed around the penetrations coming out of the roof.  A close inspection inside the attic of the home is needed to be sure that these penetrations are not leaking.  The roofing material should be in good condition.  The roofing material should extend about one inch over the facia to allow for proper drainage of rain or melting snow into the gutter system.

Any decks attached to the home should be thoroughly examined for sturdiness and the condition of the material used to construct the deck should be in good condition and free from any weather related damage.

Upon moving inside the home to continue the inspection, the major systems of the home are the most important part of the interior.  This includes the heating/cooling system, the plumbing systems and the electrical system.

New York Home Inspectors Save Well Water
Consumers From Higher Costs


New York State home inspectors won a legislative victory in August that they say will save well water consumers from higher bills down the road. Tucked into legislation to create a public education program for well water consumers in the Empire State was a provision that would've taken water testing abilities away from home inspectors and given such duties to laboratories. Home inspectors say labs charge higher fees for the same service of collecting water samples.

New York Governor David Paterson vetoed the bill on Aug. 7 that would've created a public education program on the potential hazards of well water. The veto followed an intense lobbying and opposition campaign from the New York State Association of Home Inspectors and the American Society of Home Inspectors, which saw the measure preventing inspectors from taking water samples at houses that are for sale.

In rejecting the legislation in a statement, Paterson outlined what he saw as "several flaws" in the bill, including a nearly $150,000 price tag for the state 'during these difficult fiscal times."

"NYS-ASHI came out in opposition to this bill and many NYS-ASHI members answered the call to write to the governor asking for a veto," Gregg Harwood, 2008-09 president of NYS-ASHI, told members. He said he feared the bill might be harmful since it could restrict inspectors from taking samples of water at houses which are for sale.

The group specifically was troubled by changes that could appear to the consumer that the law requires certified labs to conduct the entire testing process for private wells, including the drawing of water samples. Home inspectors, especially in rural areas, typically draw water samples and deliver them to laboratories for what they say is a lesser cost than a lab would charge to draw the sample itself.

As Harwood told the ASHI's legislative committee, that they didn't want to get into a similar situation as New Jersey had gotten into, which locked inspectors out of the service and resulted in higher fees for home-owners as well as less revenue for inspectors.

Known as the Well Water Education Act, the New York State bill had three main tenets. First, it would have established a public education program on the possible health effects from consuming water that tests below state standards. Second, the bill calls for the preparation of materials for residents who consume water from private wells in order to highlight the importance of regular testing. And third, the bill would require such materials to be distributed by home inspectors and Realtors to clients with well-water properties.

But within those education materials, home inspectors took objection to this sentence: "The water test should be conducted by a state-certified laboratory."

The governor noted that the bill would require the state's Department of Health to ensure that real estate professionals disseminate the materials to their clients, an oversight and authority which the state entity lacks over Realtors and inspectors.

Paterson also said the bill did not leave time for "any meaningful consideration" of the materials because it required real estate agents or inspectors to provide the content only after purchasers enter into contracts of sale.

The governor said the Department of Health already provides educational materials about the dangers of well water via its website and directly to local health departments and code enforcement officials. He said property buyers also become familiar with well water dangers through inspections and "the general unwillingness of lenders to finance homes serviced by a well, in the absence of a well water test."

While Home inspectors cheered the veto, Paterson did suggest that he would be open to future legislation on the subject because he shares the overarching public education goal of the bill. "While I commend this bill's sponsors for their laudable efforts to advance a goal that I share, I am compelled to disapprove this bill," he said.

Harwood said scores of members contacted the governor in opposition to the bill. He said the NYS-ASHI's lobbyist, Jim McCulley, reported that most bills like the Well Water Education Act are passed without any significant comment from the public, so when more than 80 emails were sent to Paterson he likely took notice.

In urging inspectors to contact the state about the bill, the NYS-ASHI provided a sample message that could be sent online. "While the stated goal of this act is admirable, the text is poorly written and will result in damages to my business and the home buying customer in New York State," read the prepared statement.

The home inspectors argued that the bill could result in higher consumer costs if laboratories drew water samples instead of inspectors, as well as lower fees collected by the inspectors, themselves.
